LUCC Meeting Minutes March 7, 2019

Welcome – President Roman Hernandez called the meeting to order and welcomed all attendees.

Self-Introductions – 20 people were present.

Meeting Minutes –Meeting minutes were approved at the opening of the meeting.

Treasurers Report – Naomi Shirtcliff: The Contractors Breakfast came in under budget and we are still collecting 2019 Member Due’s.

Publicity & Education– Jim Franklin: I am going to send the “we miss you” letters out to previous members in the next couple of weeks.

Damage Report– Jason Williams: We (LUCC) are going to be sending out letters to four contractors. This is the first time we’ll be using the new letter to contractors. Parks Irrigation had a damage that required shutting off service to 44 customers. The Fire Dept. and EWEB were called out. They were removing a bush without locates, the shovel went through the gas line. NWN has filed an RAA against them for this incident so we won’t send a letter for this one, given it has already been escalated to filing.

Landmark Irrigation, Reese Landscaping, Elite Fence and Dan’s Excavation have all been talked to after finding them in violation, either no locates or invalid locates and will be sent letters this week.

Web Page– Amy Abramson:  The website is up to date. Reminder that we didn’t have a meeting in February due to the Contractors Breakfast, so the meeting minutes are one month behind.

OUCC Standards Review – Rocky Stewart: None discussed.

Old Business: As mentioned, the letter has been finalized and is ready to send to contractors when found to be in violation of the dig laws. Jason has prepared letters to send to the four contractors listed above. Naomi will send these letters via certified mail so we have documentation that they were sent and received.

New Business:  Let’s look into getting inspectors to verify that locates have been submitted and/or require locates (design locates?) to be submitted before permits are issued. Other states require the locate ticket be posted on the job site, like a permit. Roman is going to discuss that option with the board. There are always politics involved with making these types of requirements. A good argument could be to highlight the high cost to tax payers every time the fire department has to be called out for a gas leak, this could motivate support from politicians.

Program:  NA – Program cancelled due to scheduling conflicts after the snow storm. We briefly discussed how the storm affected the locators and utilities. Most agreed the locate volume was manageable, mostly surface work was needed (tree, snow/debris, down wires, etc.)

Jim: reminder that Lane County will expect to see permits submitted after replacing damaged poles.
