Purchased giveaways for Dec meeting and paid the invoice\nfor the yard signs. Getting ready to send out 2020 Member invoices. <\/p>\n\n\n\n<p><strong>Publicity\n&amp; Education<\/strong>&#8211; Jim Franklin: Going to start working on contractor\u2019s\nbreakfast. Noticed the contractors haven\u2019t been attending many meetings,\npossibly due to work not slowing down in the winter. We\u2019ve had lots of dry\nweather. Sandi brought in a box of 2020 (811) calendars. <\/p>\n\n\n\n<p><strong>Damage Report<\/strong>&#8211; Jason Williams:\nWe purchased 30 yard signs with stakes. They were printed on one side and we\u2019ll\nadd a large 811 sticker to the backside. Jason will place them in new\nsubdivisions and move them to new sites as the house is wrapping up\nconstruction. <\/p>\n\n\n\n<p>Reece\nLandscaping was digging before their ticket was due. Jason spoke to them. Another\ncompany (not local to Eugene area) was found digging before their ticket was\ndue, they thought it was ok to dig by hand without waiting. A homeowner damaged\nhis gas service with a post hole digger. <\/p>\n\n\n\n<p><strong>Web Page<\/strong>&#8211; Amy Abramson:&nbsp; the website is up to date. <\/p>\n\n\n\n<p><strong>OUCC Standards\nReview<\/strong>\n\u2013 Rocky Stewart: Jason mentioned a recent situation where they had to site the\nstandards manual for a survey company that called in a large pre-survey locate\nbecause they were concerned they couldn\u2019t set up their survey equipment without\na ticket. Pg 48 in the manual states you don\u2019t need a locate to set up tri-pods\nor similar equipment. <\/p>\n\n\n\n<p><strong>Old Business<\/strong>: NWN gas had\nan excavation site that uncovered unlocated phone. They spent a lot of time\ntrying to contact the locator to come mark the lines and ultimately had to call\na USIC manager to get help. C-2\nwill no longer hold the contract after January 1<sup>st<\/sup>. Roman will share\nmore info when available. Jim suggest to have the new contractor meet with the\nCity and County permitting depts to discuss expectations. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Program<\/strong>:&nbsp; Tim Blume \u2013 Williams Pipeline: \u201cUsing Drones\nfor Utility Work\u201d<\/p>\n\n\n\n<p>We\nhave a DJI \u2013 Phantom drone now, the first one we purchased went into the\nMckenzie River. There was a little bit of a learning curve to learning how to\nfly it. The drone uses a cellular connection and transmits images to the phone\nwith 4k video resolution. You can also get different lenses for wide angle or\nother effects. The cost starts around $1000 plus accessories for a basic drone.\n<\/p>\n\n\n\n<p>If\nyou are using the drone as a hobbyist you don\u2019t need an FAA license. However,\nto use it for Utility work purposes you should be licensed with a \u201cprivate\npilot\u2019s license\u201d. Williams is no longer using it for utility work due to these\nnew regulations, as we don\u2019t have a licensed pilot on staff. When we were able\nto fly it, we found it useful for inspecting the pipeline where it crosses the\nriver during flood stage waters, where access was otherwise impossible. We\ncouldn\u2019t get within a mile of the crossing on foot. <\/p>\n\n\n\n<p>A\nhobbyist pilot has a 5 mile radius buffer zone from any airport where it cannot\nfly and must maintain line of site. There is a small work around for hobbyist,\nif the drone is less than \u00bd lb and flies less than 400ft elevation there\ncurrently aren\u2019t any regulations. <\/p>\n\n\n\n<p>Williams\nhas an actual small aircraft that fly\u2019s their entire ROW every week, checking\nfor unwanted activity, land movement, or any other signs of maintenance that\ncould be needed. <\/p>\n\n\n\n<p>Some common uses of drones for utilities or contractors (beside inspections) is sharing of job site images, land management, before &amp; after shots of job sites, etc. There are licensed contractors \/ drone operators that you can hire if you don\u2019t have a drone in house.<\/p>\n\n\n\n<p><strong>Meeting\nAdjourned- &nbsp;1:00&nbsp; pm<\/strong><\/p>\n\n\n\n<p><strong>Next Meeting Topic:<\/strong> &nbsp;&nbsp; Locator Open Discuss: \u201cWhat\u2019s\nworking?
