LUCC Meeting Minutes         

January 5, 2023

Welcome – President Rocky Stewart called the meeting to order and welcomed all attendees.

Self-Introductions – 32 People were present.

December meeting minutes were approved.

Treasurers Report – Naomi Shirtcliff provided 2022 budget summary.  2023 Dues invoices are being sent out.

Publicity & Education – Jim Franklin – Summarized current actions for ideas presented. 

Lane County Builders Association – 2023 Tour of homes. – Jim has emailed for information

Lane County Spring Home & Garden Show – Staffing a booth full time may be an issue. – LUCC is NOT attending – Too late to reserve at this time.

Jerry’s Garden and Tool Event – Possible booth or $8.11 coupons for shovels with 811 stickers. – Jim has emailed for information

EWEB Run to Stay Warm – Nothing yet.

Cumulous Radio Advertising – Nothing yet.

Bucks/Honey Bucket/Above all Sanitation – Blue room sticker – Jim has looked into this, but not made contact.

LED Billboards – Jim has looked into this, but not made contact.

Em’s game sponsorship – Jim has looked into this, but not made contact.

Jim ordered a bunch of brochure counter displays from OUCC to re-vamp the displays located at equipment rental locations throughout Lane County.  Brochures are in both English and Spanish.  Jim will begin distribution as time allows.

Discussion about February Contractors Breakfast – LUCC IS NOT HOSTING 2023 Contractors Breakfast

  • Goal is to get people here and involved in LUCC (Not to just give people who show up to breakfast gifts)
  • Skip breakfast and give out gift certificates in the field for free lunches – Reward people willing to get educated – Don’t reward for not calling for locates.
  • Give out LUCC Business cards along with monthly-meeting lunch certificates.
  • Have gift raffles at Monthly meetings for those who attend.
  • Have SWAG at February monthly meeting instead of Contractors Breakfast.
  • $600 budget for gift cards – Only $200 at a time to ensure we have money for public events.

Naomi moved to get $200 worth of gift cards to be passed out at meetings and other opportunities – Motion passed unanimously.

Rocky moved to have $700 allocated for providing free lunches to new members – Motion passed unanimously.

Discussion about other options for marketing the LUCC – Do any organizations (City, County, etc.) have marketing departments that may have expertise in getting people to meetings/events?  If so, email Rocky.

Damage Report – Jason Williams – Provided Damage Lists and detailed several repeat offenders.  Discussion about LUCC filing RAA’s on any further repeat offenders using the lists Jason provided.  Rocky will also invite the Oregon PUC and OSHA to a meeting to discuss this process and what other ramifications (fines, etc.) that they may be able to access along with the LUCC RAA’s.

Rocky moved to have LUCC (as a council) file RAA’s on any further repeat offenders based on the lists provided. – Motion passed unanimously.

Contact List Update – Moved, seconded, unanimously approved – Need to Update and publish LUCC Contact List – Need to blanket email to membership requesting current contacts for members.

Program: Katie Marwitz, City of Eugene, Engineering and Capital Program Team – Principal Civil Engineer – Presented on the upcoming City of Eugene construction projects.

City breaks up projects into 3 categories: Transportation Projects (funded by bonds), Stormwater/Wastewater, Natural Resources, Parks & Bridges

Current Transportation Projects include:

  • 8th. Ave Streetscape
  • Concrete Street Replacements
  • ADA ramp work.

Current Stormwater/Wastewater Projects include:

  • Drywell Elimination project – In last year
  • Ayres Pond
  • W. Irving Pump Station Replacement
  • N. Polk Outfall & Drainage

Current Natural Resources, Parks & Bridges Projects include:

  • 52nd. & Willamette
  • Lincoln Park Renovation
  • Santa Clara Community Park Renovation
  • Riverplay Park Renovation
  • The opening of Riverfront Park
  • Seismic Upgrades
  • Chambers Bridge
  • Amazon Cr. at Bailey Hill
  • Repairs to Goodpasture Bridge at Delta Hwy.
