LUCC Meeting Minutes         

January 4th, 2024

Welcome – President Rocky Stewart called the meeting to order and welcomed all attendees.

Self-Introductions –     25   people were present.

Meeting Minutes –Meeting minutes were approved at the opening of the meeting.

Treasurers Report – Naomi Shirtcliff: Not present

Publicity & Education– Byron Williams: Jim F. and Byron will meet to hand off pertinent details of this role.  

Damage Report– Jason Williams: Sub was damaged by a drilling contractor. NWN had two damages, and EWEB knocked some coating off a pipe. Heath missed a locate and had another damage.

Jason had a handful of “no locate” conversations with folks.

Q: Should post replacements require locates? Yes, because a post hole digger is likely needed to clean out the hole, even if going back in same location.

COS shared they had a street light wire damaged by a drilling contractor and it had no locates.

Web Page– Amy Abramson:  no update

OUCC Standards Review –Rocky: regarding last months damage due to two pipes running together but only one was marked, reminder to contractors as a best practice to expose beyond the facility, especially when its obvious you’re not in native soil.

Old Business: Jim Franklin: Lane County has had an increase in work in the ROW without proper traffic control. He has talked to the contractors as he comes across them and is surprised to receive non-compliant responses from them. Reminder that all work in the ROW is permitted and enforcement will take place if not in compliance with permit requirements, especially regarding matters of safety.

Roman: will not be able to provide Lumens damage reports.

New Business:  Jason W: ordered ten 4’x6’ signs from 811. We will need about $200 to purchase stakes hang them around town. Motion was made and passed to spend $200 for sign stakes. Naomi was not present to confirm the budget line item. We will follow up at the February meeting.
