LUCC Meeting Minutes         

March 2nd, 2023

Welcome – President Rocky Stewart called the meeting to order and welcomed all attendees.

Self-Introductions –   25  people were present.

Meeting Minutes –Meeting minutes were approved at the opening of the meeting.

Treasurers Report – Naomi Shirtcliff: 2023 member dues are coming in, going to deposit checks. Had to wait to order shirts till the money was collected.

Publicity & Education– Jim Franklin: Reached out to Jerrys again, no response yet. The Lane County Home show might be virtual this year, waiting to hear more.

Damage Report– Jason Williams: There was 5 new damages this month, and a handful of violations with no damage. Giving away gift cards to people doing a good job, and tracking who has received them.

Did a training with Excel Electric after a damage. Accurate UG had a damage due to a mislocate. JT Excavation had a damage after the spotter stepped away for a minute. Damage at an apartment building due to caller not calling it the correct location. And another damage on Hwy 99 due to not hand digging in the tolerance zone.

Web Page– Amy Abramson:  Still asking for someone to volunteer to take over the web page.

OUCC Standards Review – Jason Robinson: What constitutes an emergency locate? Definition of Emergency (Pg 19) and When Excavator may give less than two full business day notice (pg 25).

Hunter responded to an emergency locate for a ground rod installation. They didn’t feel this should qualify as emergent, so they provided 811 education to the caller. Depending on the circumstances that led to needing the ground rod replaced, this could qualify but should be determined by the utility operator. Calling an emergency locate because of scheduling conflicts does not qualify.

Old Business:

Jim: ITIC is working with me on a process to populate a list of utility operators in a given area without submitting a locate ticket.

New Business:  Rocky has a box of hats, beanies, and other giveaways for today’s attendees. We also are doing a raffle for a gift card.

Program:  Jim Franklin – Lane County Utility Coordinator: 2023 & 2024 Capital Improvement Projects

2023 Projects:

Maxwell & Howard (was postponed to 2023)

Coburg & N. Gamefarm was tentative but now is being re-designed

Spring Creek – don’t expect much utility impact

Bob Straub – don’t expect much utility impact

Row River Culverts – large impact, mostly to Lumen and traffic. Will be excavating down 30-40’ to replace culverts. Traffic will be detoured around the lake. Expected to start in Fall 2023.

Mapleton Culverts – don’t expect much utility impact

2024 Projects:

S. 28th St- City of Springfield, SUB and Lumen are all impacted and are actively working on relocations, as needed.

Gilham Rd, North of Ayres – large impact to all utilities in area. Most have been notified and are working on relocation plans. Very complex due to limited space. Project is at 70% plans.

Laura St – large impact to all utilities in area. There is a new culvert crossing Laura St, Road expansion and new sidewalks. Multiple stake holders on one road (Rainbow & Sub Water, Lane County & City of Springfield). There will be a 20-year moratorium on the concrete road once completed.

Looking ahead 5-6 years out, Territorial Rd will have many improvements.

Reminder, Lane County ROW permits are needed for all work.
