LUCC Meeting Minutes         

October 2nd, 2025

Welcome – President Rocky Stewart called the meeting to order and welcomed all attendees.

Self-Introductions – 35 people were present.

Meeting Minutes –Meeting minutes were approved at the opening of the meeting.

Treasurers Report – Naomi Shirtcliff: No dues collected for 2024 but there is a check in the mailbox to be deposited.    

Publicity & Education– Byron Williams: No updates

Web Page – Daniel Soto: Not Present – Rocky: a link to the DIRT report has been added.

Damage Report– Jason Williams: C2 had a damage on an expired ticket, we’re doing a training refresher with the Salem and Eugene group.

We had a damage due to a locate being off by 30”

Rainbow: received a bill 2.5years after a damage to CTL.

OUCC Standards Review – Jason Robinson: Not present

Old Business: Railroad representative is delayed indefinitely.

New Business:  Jessica Malmstedt – Formerly worked for Williams Pipeline, now is self-employed as a speaker with a focus on Distracted Driving presentation to companies with staff that drive fleet vehicles, schools, etc. Would like to offer the opportunity to speak to any of your work groups.

Program:  None, open discussion:

COE Locator, responded to a locate ticket at University Park in Eugene. She found the contractor, D2, was digging fence post holes before the locate was due. The COE landscaper / Parks Dept staff was onsite overseeing the contractor and admitted they knew the dig laws were not being followed correctly.

Jason W: we need to utilize our permitting authorities to enforce dig laws. I’d like to see some tracking of repeat offenders and move to revoke permits and/or require trainings.

C2: would like to prose an industry-wide language change to transition away from the phrase “emergency” to “urgency” as it relates to utility response to minimize the environment / feeling that is inherent to the term emergency.
