Welcome – Vice President Jason Robinson called the meeting to order and welcomed all attendees.
Self-Introductions – 13 people were present.
Meeting Minutes –Meeting minutes were approved at the opening of the meeting.
Treasurers Report – Naomi Shirtcliff: Not present
Publicity & Education– Byron Williams: Locator workshop in Eugene coming up in December is being hosted by OUNC. Focus will be locate fundamentals, locate theory and equipment function. The class is 6hrs, and is $75/person. There are scholarship funds available. Link to the signup is on Luccdig.org, under News section. Limited to 12 people.

Damage Report– Jason Williams: Not Present.
Byron – 5 years ago there was a damage by a Zao contractor on Roosevelt Blvd, that went unknown until discovered this May. They drilled through a COE pipe at 11ft deep.
OUCC Standards Review – Jason Robinson: Related to the damage Byron mentioned: the rule to expose the drill head and back reamer through the tolerance zone was put in place in 2019, just prior to this work being done.

New Business: Byron: The city has a new TPAR tech within the engineering dept to help develop the TPAR program. The Utility group has also hired a TPAR inspector.
The city is working on developing a competent contractor course and requirements for working in the COE ROW. We are referencing CGA & PUC best practices as part of the research process.
Rocky Stewart has been elected as Vice President of the OUCC (Oregon Utility Coordinating Council). We are excited to have representation on the state board. Congrats, Rocky!
Kevin H – during open discussion: OUNC tends to focus on excavator safety and not put equal effort into operator / owner continuous improvement amendments.
